When I turn the key on my 07 Explorer XLT some but not all of the lights in the dash cluster come on. The check engine light is one of those that doesn't come on and it's preventing me from passing a smog check. What would cause these lights to not come on? (see image)

 

Most times just requires a bulb replacement.

Dash covering needs to come off to access them..

There are times when a DIY person removed the bulbs because they couldn't correct the problem causing them to illuminate.

 

I replaced all the lights and the problem hasn't changed. Anything else that can cause this on an 07 Explorer? Especially with it bein multiple light in the panel rather than just the check engine light.
