If you can get the fuel pump to run, providing it is pumping, the truck should start and run. If there is more than one problem then we need to take them one at a time.
Are you sure the pump is pumping /.running when relay is bypassed? Can you get hold of a fuel pressure gauge, most auto supply stores will rent one to you. The pressure when cranking should be 35-45 psi. If you have that, then we need to confirm that spark is coming out of the coil hi tension wire to the dist Just place the wire from the center tower of the dist cap close to the metal part of the engine about a quarter inch space , when cranking you should see a bright blue spark. Let us know what you have/find.

I also installed two new fuel pumps, that one in the thank and the one under the driver side. I have spark, the engine start when I sprayed the starting fluid. So i assume i have spark. Even with new relays and fuel pumps I still can't hear the fuel pumps turning on.

Also, why I can't get my codes when I plug the obd1 reader or when I wire jump it. When I plug in my obd1 reader the light of the reader stays on all the time or when I wire jump it, the check engine light stays on as well. Why?

Right about now, it might be a good move to start checking right from the fuse panel under the dash. What you should be checking is for any poor connections at the fuel pump fuse out to the fuel pump relay , to the inertia switch and out to the pump plug.
At any point where you can , run a wire from the battery + terminal right to the fuel pump wire. The pump should run ! If not make sure there is a good ground for the pumps. Now you are bypassing the computer and relay,what do you get?

I run a wire from the battery to the fuel pump. It work but didn't start.
Question; is there's a way to check the computer? I pulled it out and I spot some water corrosion on the outside of the box. Inside looks ok. I didn' notice a burning smell or a blow out circuit. Beside this I don't know what else to do.

Just read your post. If you have a poor ground going to the CPU, your injectors will not fire. Double check the Ground wire from the Battery. If I'm not mistaken, there is a small ground lead that comes off the battery and goes to a ground cluster (probably on the inner fender). Make sure that that ground is making good contact at the battery and that the grounds at the cluster are making good contact as one of those grounds goes to the CPU for the injectors.

Turn the key on and listen for the fuel pump to cycle before trying to start it. If it does cycle, go to the distributor next, and pull the cap off and crank it over and make sure that rotor is turning, then if it is put the cap back on, and pull the wire for the coil off, and put it on top of a bolt and crank to make sure you are getting spark to the wire. If not your colil might be bad or ignition switch. Has this happen before on my 1994 F150, and did all this and tracked it back to the ignition switch.
