Default 03 F250 7.3 gauge issue

I just bought a 2003 F250 Crew Cab with the 7.3. Both the fuel and temperature gauges aren't working; but, the rest of the gauges are. Could this be a sending unit problem for only two gauges, or does it seem more likely the cluster needs to be rebuilt? Thanks for any help or suggestions.

After a certain year the voltage supplied by a voltage regulator inside the dash for the gauges as changed to the temp gauge providing the power to the other gauges.

It would be a good move to verify the temp gauge is providing the power for the fuel gauge and other gauges, which if it is not, replacement may be required.
