2004 F350 keeps blowing fuse 17

Default 2004 F350 keeps blowing fuse 17

I have read and read and cannot find my issue. I have pulled the harness for the rear and completely checked for issues with none noted. If I disconnect the rear harness the fuse does not blow at all. If I plug in the harness and turn on the lights I have no rear lights but the fuse does not blow. If I turn on automatic lights it blows. I replaced the switch without automatic lights. It doesn't blow but I still have no tail lights or brake lights. I have disconnected the brake switch still have the same issue. I can not find and bare wires under the console either. Can anyone help?

There are no aftermarket additions either.

Default Fuse 17 issue

It said exterior lamps. I just pulled the fuse box and could not find any issues. I pulled the turn signal and could not find a wire short but now I just have hazards on one side. Both turn signals work.

Circuit 195 (B) from page 13-7 comes from fuse 17. It also seems to have a "tie" to the vehicle security module.
