92 F250 460 Engine surges under load

Default 92 F250 460 Engine surges under load

Engine can rev in park, neutral or while power braking with no problem however if driving up a small hill the engine loses all power. I have already replaced the fuel filter and pressure regulator. The truck did sit all winter. Wind shield has a leak on the driver side which as caused several gages to stop working (fuel, tach, battery). Engine does have a good coolant leak on the left side of engine (I can't find it yet). Any thoughts?

What happens if you remove the vacuum hose from the EGR valve and plug it , then drive it?

No change. Maybe loss of power is not the right phrase. The engine cuts out under load of driving up a slight incline. The engine never dies its just surges back to life. Almost like it is being starved for fuel but it doesn't do while in park.
