Default Dead Ford

1996 Ford F250 died on me I put a new coil and distributor in it, when you turn the key on the coil is constantly arching and the fuel pump is constantly running. I replaced starter as well. Can anyone shoot me an idea as to why the coil would do this or is that what it should do? I've never run across this issue before. Input appreciated!

In the under hood fuse box is the fuel pump relay. Remove it and let us know if the coil still stays active. The fuel pump should stop running now , does it? While you are at the fuse box also determine which relay is the PCM power relay, Info is usually under the fuse box cover.
What we are attempting to do is eliminate certain things one at a time to pinpoint where the problem is located. Will wait for your reply.

Default Fuel pump relay

Pulled the fuel pump relay coil quit arching and the fuel pump shut off....

Ok we replaced the ignition control module and it's still doing the click click click? Brain box next?

Under the hood on the driver's side should be the "Power distribution box."
Lift the cover and remove the PCM power relay, (Desc should be under the cover).
Find another relay that is the same in the box and switch them, what result do you get now?
If you still get the same result , I would be suspicious of the PCM.
One last thing,,,,,,,,,,,,,,,,,,,,,,check under that fuse panel for any evidence of possible rodent activity. Not an unusual occurrence !
