not sure i understand the response.the lever is stuck in the top position and too tight to press down,there is no red light on the dashboard. the truck is a 1999 ford f250 xlt 7.3L engine auto trans
If the windshield leaked, could the parking brake assy be frozen with rust?
If NO, check the cable from the inside that goes under the body on driver's side and connects to the 2 cables part way back to the rear brakes..
That cable or the 2 cables at the rear could be frozen with rust.

ok thanks for replying, there is no leaks or rust. the cables on the outside of truck look good. i was wondering about a spring or something could be jammed or off the lever.
I asked "since when". Just yesterday? Since a year ago? Since day one you owned the van? intermittently?
If it happens since yesterday you just need to lubricate it. Check 2nd pdf below.
