1) Check my signature below
2) It's in top position and it's too tight and you can't step on it or it's in lowest position when you step on it it will not release and come back up
3) The red brake light on dash light up or not
4) Explain clearly since when with such issue

If the windshield leaked, could the parking brake assy be frozen with rust?
If NO, check the cable from the inside that goes under the body on driver's side and connects to the 2 cables part way back to the rear brakes..
That cable or the 2 cables at the rear could be frozen with rust.

ok thanks for replying, there is no leaks or rust. the cables on the outside of truck look good. i was wondering about a spring or something could be jammed or off the lever.

I asked "since when". Just yesterday? Since a year ago? Since day one you owned the van? intermittently?
If it happens since yesterday you just need to lubricate it. Check 2nd pdf below.

What is XLT with 7.3L? Look below it's NOT FOUND.

Now look below:

That said, you identify your truck as F-250 Super Duty, not XLT, whether you go AutoZone or you shop for auto parts online.
