Windsor 351 on 1988 f250 seems to have little power

Default Windsor 351 on 1988 f250 seems to have little power

92.6 original kms. Have Bigfoot 11.5 camper on it. Runs great on flat, bummer going up hills. Replaced cat converter with straight pipe, serviced tranny with reputable shop, they made some tranny type repairs, no rebuild. Still no power. Engine seems to be ticking fine, no large oil use, new ignition wires, pcv inaccessible supposedly without removing manifold. Could a plugged one be causing problem. Tranny shop says 1988 hp is too! weak to provide uphill power. Opinions?

How the vehicle was spec'd out can have a lot to do with the problem.
If it was spec'd for economy, it won't have the power you might desire.
If was sped'd for pulling power , economy would suffer.
Did anyone check what the differential gear ratio is in your vehicle?

Bought whole truck and camper unit together last fall from family of a man who passed. Unit was bought new together in 1989.
So can't tell how specs originally set up. Will try to find out gear ratio. Thanks!

Default Found axle code

Code 39. Means 3.55 ratio. Supposedly a reasonable ratio between power and mileage. C6 transmission, 3 speed auto. Maybe my expectations are too high, at least tranny shop says so. They say 351 only generates 210 hp my concern is from a low rate of speed or a standing start, even flooring it gives me no momentum. However, put in 1st and it goes fine up my driveway from hell. Backing down l have to hold brake on full, release slowly, and repeat... otherwise flying into the street. No tranny slippage going up, just no power in D or D2. On roads hovers at 2000rpm, until finally shifts down. I'd hate to follow me up a hill! Would change PCV but was told had to take manifold off, can't afford that right now.
that job supposedly 300 to 500. PCV valve 8 bucks. Thanks Ford for putting in that location! Cheers😱
