Default 93 explorer flooding

I have a 93 explorer 4.0 2wd w/manual transmission, i got it started and running with a new starter then the fuel pump went out, had a shop put in a new pump and filter, was running for couple weeks did fuel system and air intake cleaning service and it would not start after that, looked in to the throttle seen a puddle of gas ,pushed the pedal to the floor and tried starting to clear the engine that worked to start it but it keeps flooding and will not stay runnig, it will even flood when turning the key over. I would appreciate any feed back or help on how to solve my problem.

For a fuel injected engine, I would look into ,
. 1. Fuel pressure Regulator , located on the fuel rail , has a vacuum line connected to it.
If you remove the vacuum hose there should be no gasoline in it.

Let us know if that was the cause, thanks.
