1996 Ford F2 50 TPS has 5volts when Accelerator is depressed voltage decreases is this a bad TPS.

Need to know,
where are you measuring that voltage and why are you checking it?

The 5 volts is a reference voltage from the PCM, But don't know where you are taking the reading. There are 3 terminals at the TPS. One should be the 5 volts coming from the PCM, one is a ground and one is the signal to the PCM.
