Default 2000 Taurus PATS problems

Here's what happens: Seemingly randomly, my car won't start. It doesn't turn over or start, but all the dashboard lights go on.

This is what the mechanic at the dealer has tried:

1. Replaced PATS transceiver. The problem recurred a couple of weeks later.
2. Replaced keys and reprogrammed. The problem recurred a couple of weeks later.

Now it's at the shop again. Any ideas? Is it the computer? If so, any idea of how much it will cost to get that replaced?

It has started in neutral once and once after having some people push it. Help please?
