The PCV valve is supposed to rattle when you shake it. Just that it rattles doesn't mean it's in good condition. It's a part that should be inspected and changed whenever a car is getting a regular tune up, some bad shops skip that check up.
A valve cover gasket leaking is usually a good sign of bad PCV valve when the crankcase has to find somewhere else that's weak (the valve cover gasket) to ventilate.
You should also inspect the hose for possible crack or damage. My 98 E150 4.2L, once the doghouse is removed, the hose is from the right corner of the valve cover to the intake manifold.
Your 08 e250 4.6L should be elsewhere, can't go wrong if you start looking from the valve cover. Check the diagram below:
My alldata software supports any car up to 2009 but the 2008-2009 are missing a lot of diagrams and locations so the diagram above is for 07 e250 4.6L hopefully it's the same as your 08.
Your van might not have IAC if you have electronic throttle body.
If you can't locate something like shown above near your throttle body, then you don't have it.
And if you don't see any significant DTC showing up, you might just want to run a bottle of Berryman 2611, it will deep clean the carbon build up at the combustion chamber when a walnut blasting on GDI engines can only target at the intake valves.

looked again for IAC valve and agree I do have electronic throttle body and IAC is nowhere to be found hahah
Just installed brand new PCV VALVE inspected hoses all good actually smoke tested the hoses none are showing smoke
i have to say when I removed old PCV to replace it OMG man that thing looked like it sat in a bucket of tar so probably on e all the gunk is cleaned up from inside im holding my fingers crossed that it fixes the issue

So following is completed ran Barryman2611 let it sit for 45min drove around for 15-20 min issue with bogging down a there i recorded a video while I was driving and in order for it to shift into second gear i have to let go of accelerator and then slowly apply gas same between second to third gear there is a part of the video where it sounds like it will stall like deep noise from air intake atill no codes nothing

After running a bottle of Berryman2611 and when you are driving it can be quite scary but don't panic as you can get CEL and misfire and hesitation and that's how it's supposed to be when berry is working and deep cleaning on your van. Sometimes when your van is lack of power for no apparent reason no cel no dtc, it can be mysteriously fixed by berryman, it will do more good than harm, in fact no harm no risk.

If pcv and berryman didn't help for the loss of power, then you can have a big problem, I hope not, it's your torque converter but I'm surprised you didn't get thrown any codes.
You might want to check on your transmission dipstick to begin with, then 4 PDF's below (assuming you have 4R70W or 4R75W transmission). Stall speed numbers are in RPM, you need a tachometer gauge preferably in digital to do the test.
Found a culprit driver side injectors 3 out of stuck open soaking the spark plugs causing bank 2 stuck rich even tough they are new these were not vaporizing fuel more like solid stream of fuel.
ordered higher quality injectors will replace them tuesday
Hello culprit was not it. Replaced all new injectors and issue remains. When we ran a different scanner passenger side O 2 sensor was showing rich, lean, rich Lean. Bank 2 sensor 1 was showing just rich. Then we unplugged
injector 8 bo change in sound of the engine
injector 7 no change in sounds
injector 6 no change
injector 5 no change
go to bank 1 soon any of the injectors are u plugged engine starts shake and shuts off
