Often the blend door actuator fails. Usually it makes a clack clack clack sound.
It could also be that the heater core is plugged or the valve to the heater core is not working.

Default YES the blender door actuator about $40

the blender door actuator is located behind the radio area. You will need to remove the radio and moulding.

Default Blend door!!!

No way am I removing the radio, dash, molding etc for a cheap plastic part that is gonna break again even if it's replaced.

It's most likely the blend door. There is a great website that explains the problem related to the blend door at http://www.heatertreater.net/Windstar%20Video.html When the blend door breaks, it will most likely be in the down position due to gravity. Basically, blend door in the down position all you get is cold air (only the a/c will work), blend door in the up position equals HEAT. I chose a simple fix rather than take out the radio, remove the dash, etc. I simply opened the glove box (two tabs on each side of the glove box and it opens), then located where the blend door actuator motor which rotates the blend door (it's a small little motor about 2"x2"), and drilled a hole in the air conditioning/heater case near the lower part of the case, then pushed a long screwdriver into the case and lifted the blend door, then turn on the heater - viola - I got heat. At heatertreater.net you can see a video. Good luck

The cost of a screwdriver holding up my blend door during the winter - PRICELESS!

Just saved you over $1,000!!!
