Default 2003 Grand Marquis no-start

My old 2003 Grand Marquis didn't survive the 10 degree F temps two weeks ago. Yes, I put drygas in ("HEET")

Battery is up at 12V on a trickle charge.
Car cranks fine.
With starting fluid it does start and idle about ten seconds.
pump Fuse is ok
12 volts at both sides of relay when key on.
12volts gets thru the jiggle switch (inertia) so it is ok.

Suspected low hanging fruit, Pump Control Module(module)
Scanned with Forscan.
It reports no pump fault but also shows no-run for pump
At KOEO I don't hear the pump prime.

12V gets into module
Ground is good on module

Checked resistance of pump at module and it shows 6.9 ohms.
(that also confirms continuity of wired going from module to the pump)
On the "pump control" connection to PCM I get a voltage that goes to 3V then up to 6V for a second then down to 3 again. (lt blu/orange pin 1)
On "pump status" connection to PCM I get off/on pulses every half second or so from 0.5V to 6V (dk grn/yellow pin 7)
On pump wire brn/wht pin 3 I get +12 volts KOEO and when cranking goes to 1 volt (ground to start pump?)
On pump wire pink/blk pin 10 I get 12 volts KOEO and while crank.

So since during crank I see basically 11 volts across pump but pump doesn't start looks like a bad pump. I'm just physically not able to get on the ground and work on it but I do have a mechanic I have used before that can come here to work on it.

So, before I go shell out $200 for a pump anybody have any comments on what I found? The only other thing I can think of is the connector to the pump but my resistance measurement of 6.9 ohms looking at the pump from the module kinda rules that out.

I did find a module at a junkyard, Ford does NOT supply them and no aftermarket like Cardone or Doorman. This module seems to have only been used 2003-2006. After I get this thing running I want to open the spare module to see what makes it tick (electronics is my thing)

Fuel rail pressure doesn't look right., should be much higher.

Did you run it any after you put in the HEET? If not, if still cold could it be frozen fuel filter?

should there be fuel rail pressure if the pump does not run? Tried to start after HEET but same crank no start.
