Sounds like you've already covered most of the common culprits. Since it's load-dependent and you've done plugs and wires, I'd suspect the coil packs are a good next guess. An OBD scanner that can show live data might help you see if there's a misfire counter incrementing during the hesitation, even without a check engine light.
