Default E350 speedometer acts

1996 E350 based 21 feet Class C with a 460 ( 7,5L )....
the speedometer fluctuates around 60 mph & over ......the cruise control wont hold because of this ... ABS light on also !

Id like to know what is causing this :
I know the oïl is new in the diff and the abs ring teeth are good , connector ok too.( tried another one also same results )
I heard about cluster ....
is it normaly the most obvious reason ? any hints ?

The fact that the ABS light is illuminated means there should be a code in the computer to provide some guidance as to where the problem is originating.

the 96 does not have OBDII .......how can I get the codes?

The codes are still available, some code readers will read OBD I .
There is another way and that requires a voltmeter and using the diagnostic plug and following a specific procedure. With the second method you count the blinks of the check engine light and refer to a code listing to get the description of the code. The procedure is probably available over the internet .It is much better to watch a video than to try to understand the writings of someone trying to explain it.

You would then watch the deflection of the needle on an Analog voltmeter and count the times the needle rises and falls.
