I would suspect that a wire was left off, broken or possibly in the wrong place.
The problem at this time appears to be affecting the anti theft system. This could be something simple and it might be a good idea to recheck your work. Don't know how involved you got around the ign switch area, but You can't just jump wires without doing some damage to the electronics. Glad you did not attempt to do that. The system doesn't appear to be responding to when you turn the key on or move it to the start position.

Can the anti theft be reset? Have not did anything inside car yet

Check everything found nothing. new ignition switch nothing so I may have to give up and say Ecm is fried

Can you recall if anything unusual happened when you were in the process of replacing the starter?

I know you didn't ask me what I think, but I do think you ought to buy this guy a nice holiday present because if you went on and decided to get involved with the PCM you would have found what "Pandora's Box" was all about. The price of the PCM, flashing it and then setting it up to your particular vehicle with the anti-theft system could have got both of you tuned for quite a while.
