Default RCM Nightmare

Flood damaged 2015 ford escape. Water only got about 3 inches deep in the floorboards. Someone had already swapped the RCM with a wrong by the time I bought the vehicle. I have the correct VIN matched RCM in it now and it has been to 3 dealerships and nobody can get the RCM to take the AS BUILT program. DTC's are as follows. B00A:09, U3000:4A, B0061:13, and U3000:54. Was told that my seat mat sensor was bad in the original seat and ford wants 2000.00 for a new one so I found a 2014 escape with the same trim code but was wrecked and put that seat in since 2013-2015 escape seats are interchangeable provided they are optioned the same. I believe this is the cause of the 2 U codes that I am getting but I can not clear the crash data out of the OCSM as of yet and may have to swap this one out for the original one. B0061:13 deals with the seatbelt pretensioner. Brand new VIN matched seatbelt was installed and still have the code. Will this issue prevent the RCM from being able to be reprogrammed? Watched a video where the guy said a pretensioner code could prevent the RCM from being programmed on some makes of vehicles but ford was not on the list of manufactures that he mentioned. I have power and ground to the RCM according to a 4th shop I took it to to have the wiring checked and he said there was no reason he could find that the RCM should not take its program. Anyone got any ideas?

If you ever saw what salt water can do to copper wire, you would not believe it.
It can turn the copper into powder and it will no longer conduct anything.

If there was salt dust inside the vehicle and water got in to activate it, expect problems.

It was freshwater. I took apart connectors and looked at some of the wiring that I could get to and there is no corrosion or at least none that I could see without stripping back wire insulation. I just don't know if the DTC code from the seatbelt pretensioner is what is preventing the RCM from being able to be programmed. Nobody at the dealerships can give me a straight answer on that.
