Default Jerking and popping f150 1995 5.0

I have a 1995 ford f150 5.0. Having issue with fuel I think. Engine started jerking and popping back through manifold while driving. I have replaced both fuel pumps and fuel pressure regulator. Only reading 22psi on both fuel pumps. This may be the issue not sure. Any suggestions

Pressure should be ,,at least 35-45 psi.

If pressure regulator is staying open more than it should, clamp return line to tank and see if pressure goes up. If it does regulator is defective. If no change in tank fuel pump is suspect.
Before going any further, does vehicle have dual tanks ?
Also are we sure full power, 12 volts, is available at the pumps and is the ground a good connection ?

Yes, it has 2 tanks. Also has 12v going to pump. Used jumper wire to test for voltage 12 volts. not able to clamp return line tonight. Will try that 1st thing tomorrow Thanks for reply hanky. will message you tomorrow.

If the regulator returns too much fuel to the tank because of a clogged or pinched return, the pressure drops
