Angry 90 f250 no power when turning key

I have a 90 f250 that i use for a work vehicle around the yard. parked it just before winter and it ran just fine, went to go start it up the other day and got no power whatsoever when turning the key, no lights, no fuel pump buzzing, nothing. battery voltage is normal, fuses are all good, battery posts are clean and the clamps are on there tight. any ideas on what the problem may be?

With the voltmeter connected to the battery terminals, try to start it or turn the lights on and see what the voltmeter reads.
