2006 F-350 5.4L fuel pump issue

Default 2006 F-350 5.4L fuel pump issue

I've been working on a 2006 Ford. F350 for the last week. I replaced the fuel pump because it would only start on starting fluid. After replacing the pump and turning the key on, I find that the pump does not come on. I have checked all the fuses related to fuel. And I have checked the inertia switch and it has 12.36 volts going into it and 12.36 volts coming out of it. The word thing is that there is power to the inertia switch the whole time the key is on. I have replaced the fuel pump driver module and have even ran new wires thinking that a wire might have been pinched in the frame somewhere. Here is the crazy part. I have 12 volts going to the fuel pump, but the pump will not run. Has anyone ran into this issue before? If so how did you fix it? If you have any suggestions on this, I sure would appreciate it.

Just a reminder,
you do remember every circuit has to have POWER AND GROUND, to function, so we know power is there, but did we verify a good ground available to the pump motor ?

I found one broken ground wire and repair that. And I know that the pump has ground because I ran a jumper wire so that the pump runs the whole time the key is on. When I ran that jumper, though it caused the engine to throw a code and it runs a little rough.

We are at that point where we need a capable scan tool to provide us with the desired fuel pressure and the actual fuel pressure.
Once we know where we stand there we can move on to other checks.
