89 Crown Vic Won't Idle and Floods Out When Sitting.

1 - My late wife's 1989 Crown Victoria starts normally when cold, but after say 5 or 6 miles running, a restaurant stop for an hour, then attempting a restart... the engine is flooded, necessitating flooring the gas pedal for the restart.
I had entered this problem previous and was told to check the "Fuel Pressure Regulator" which I did "By The Book"... No visible fuel leakages anywhere, the regulator diaphragm is okay..... What else might cause this problem?
2 - At some point after the above started (months), the engine would start normally, but as soon as it warmed up to its normal temperature, the idle would drop too low and stall out. Not that a vacuum doesn't exist somewhere, but I can't find one. I was told to check the "Engine Cooling Sensor", but in reading about that unit, if faulty, wouldn't that unit cause the "Engine" light (No Gauge) on the dash to come on?
