Default Nightmare 2016 Ford Fiesta SE

First timer, I recently picked up the 1.6L non turbo fiesta for cheap. I was told by the seller that it needed a new key programed, fair enough. The metal part of the key was between vice grips with the chip and battery taped on with masking tape. I towed the car home, got 2 keys programmed and still crank no start. I confirmed spark and fuel and put in a brand new battery. I put my scanner on and pulled a bunch of communication codes along with a p06e9 (Engine starter Performance) BCM showing multiple faults, ABS, and Restraint control module everything. When I had the scanner on I did a live reading and the rpm was showing 0 while cranking. I replaced the crank shaft position sensor and it was still showing 0. I back probed the sensor and its giving off voltage within range, I then back probed the PCM and it was receiving it. I then tested for power/ground to the PCM, tested power to the CAN bus H and L, and checked continuity between the CAN H and L at the PCM.
With all of the communication errors and no rpm while cranking I diagnosed it as a bad PCM so I got a used one and had it flashed over.... still crank no start.
The car won't even sputter with starting fluid either. There was signs of rodents but all wiring seems to be complete and not messed with. I've checked grounds all around the motor, checked relays, checked fuses, etc. Right now it seems that the most red flags are coming from the restraint control module showing 13 faults. I pulled the center console and inspected it. No damaged pins, receivers, anything. I even pulled the back cover to smell for anything burnt or off looking and still nothing.
Im sure the fuel in the car isn't the best but I'm not even getting a sputter. As of now Im in the car around $1500, and not looking to add to it.
If anybody could point me in the right direction that would be awesome, and if not, let me know what parts you need lol

If you pull 1 or 2 spark plugs , are they wet or dry ?

The engine has to have spark at the right time, fuel and air ,, so what do the plugs tell us ?

If wet , an ign problem. If dry , a fuel supply problem.

Keep in mind, if the security system is not satisfied, you won't get either. So ,,,,,,,,,,,,,what are we missing ?

You say 2 keys programmed. By who?

Brand new plugs, they are wet. Timing belt looks brand new. Lets say it was timing, I don't think that would make it throw codes to every module.

A new timing belt scares me. Who replaced it and why, AND what if they did a poor job SNAFU

Now we need to do a compression test to see that was done right !.

ok I will do a compression test when I get home. To get a proper reading I remove all of the plugs correct?

The next step would be a leak down test where air pressure is applied to #3 spark plug hole with piston at top of compression stroke and listen for where we hear the large amount of air escaping.
If in oil fill hole--rings/cyl /piston problem
If in intake manifold , intake valve
If in exhaust pipe- exhaust valve
If you hear bubbles in radiator fill,,, head gasket or crack in head
